Teen busted for pot; adult has methA follow-up investigation at a Prairie City residence Jan. 21 and a traffic stop in John Day Jan. 22 resulted in two drug-related arrests by Oregon State Police.

At about 9:30 a.m. Saturday, Trooper Mark McDowell contacted a female juvenile from Dufur at a residence in the 300 block of Washington Street.

McDowell reportedly received information the suspect was in possession of a marijuana pipe and a small amount of the drug.

When asked, the female voluntarily surrendered a blue glass pipe reportedly used to smoke marijuana.

The 14-year-old was cited into Grant County Juvenile Court on a charge of possession of less than one ounce of marijuana.

On Sunday, Trooper Cody Weaver stopped a 1992 Chevrolet pickup driven by Daniel Edd Garrison, 28, John Day, on Highway 395 at the intersection of Southwest Second Street at about 9:30 p.m.

After receiving consent, Weaver conducted a search of the vehicle and recovered a bag of what was reported to be methamphetamine that was hidden in the steering wheel's horn cap.

Garrison was arrested without incident and lodged in the Grant County Jail on a charge of possession of a Schedule-2 controlled substance.

Justice CourtJustice Court reported the following fines and violations:

• Lara Peter, Trinidad, was cited for violation of the basic speed rule (78/55 zone). She was fined $237.

• Megan Webb, Cascade Locks, was cited for hunting from a public roadway. She failed to appear in court and has had her hunting license revoked until fines of $299 are paid in full.

• Brett Latham, St. Maries, Ida., was cited for failure to use chains. He was fined $141.

• Jarquin Sanchez, Bend, was cited for no operator's license. The charge was dismissed when proof was shown.

• Ivan Lattymer, Prairie City, was cited for driving while suspended. He was fined $421. He was also cited for driving uninsured and fined an additional $237.

• Katie Williams, Paisley, was cited for violation of basic speed rule (55/35 zone). Fined $110.

• James Stepenson, Yakima, Wash., was cited for failure to use chains. Fined $141.

• William Craig, La Grande, was cited for overload/combo. Fined $79.

• Michael Reed, Hermiston, was cited for violation of the basic speed rule (83/55 zone). Fined $237.

• Terence Callaghan, Eugene, was cited for no insurance. Fined $175.

• Antonette Jenkins, Long Creek, was found not guilty on a charge of maintaining a dog as a nuisance.

• Narinder Cheena, Garland, Tex., no valid ODOT charge was dismissed when proof was shown. Also cited for exceeding maximum length restricted. Fined $94.

• Jason Walker, Bend, was cited for violation of basic speed law. Fined $184.

• Jennifer Strong, Prairie City, was fined $25 for maintaining a dog as a nuisance, no dog license. Charge was dismissed when proof was shown.

• Ruth Tippes, Yerington, Nev., was cited for violation of the basic speed rule (81/55 zone). Fined $237.

• Dirk Walker, Caldwell, Ida., was cited for failure to use chains. Fined $141.

Small Claims CourtJanuary Judgments• Driskill Memorial Chapel v. Eugene Emery. Money judgment awarded to Driskill Memorial Chapel in the amount of $2,151.19.

• Ray Klein Inc. v. Claudia and Michael Tacy. Money judgment awarded to Ray Klein Inc. in the amount of $2,765.29.

Circuit CourtCircuit Court reported the following fines and judgments:

• Travis James Freniere, 19, was found guilty by a jury on charges of first-degree rape and first-degree unlawful sexual penetration. The defendent was sentenced to the custody of Oregon Department of Corrections for a period of 100 months, followed by 20 years post-prison supervision.

• Bruce Wayne Kightlinger, 55, pleaded guilty to a charge of failing to register as a sex offender. He was placed on 12 months probation with special probationary conditions and complete 40 hours of community service. He was fined a total of $483.

• Nicolas Isaiah Allen, 18, pleaded guilty on a charge of attempted first-degree sexual abuse. He was sentenced to 9 months in jail, followed by 60 months of probation. He was fined a total of $173.

• Charles M. Paulson, 48, was found guilty by a jury on a charge of driving while under the influence of intoxicants. He was sentenced to 10 days house arrest and placed on probation for 18-months and given the alcohol package which includes special probationary conditions. His license was suspended for one year. He was fined a total of $1,396.

• Jan. 17 - John Day Police were dispatched to the 500 block of Bridge Street for a report of a possible prowler.

• Jan. 17 - John Day Ambulance responded to a call in Seneca for a diabetic.

• Jan. 13 - Troopers assisted Jason Evers of the Oregon Liquor Control Commission in citing two employees of the Grubsteak Mining Co. for over- serving patrons.

• Jan. 21 - Ira Eugene Franklin, 30, John Day, was arrested for driving under the influence of intoxicants as a result of a traffic stop on Highway 26 near milepost 171.

• Jan. 21 - Troopers assisted Grant County Deputy Todd McKinley in citing a juvenile for minor in possession of alcohol at a location on Luce Creek Road.

• Jan. 21 - Bradley Joel Browning, 32, Seneca, was cited for failure to inspect traps within 48 hours.
