In 1994, Oregon voters approved Measure 18, which banned the unfair and unsporting practices of bear baiting and hound hunting of bears and cougars. In 1996, when hunters attempted to overturn that measure, voters spoke out again overwhelmingly in support of their protection.

The Oregon Legislature is considering an amended-bill (S.B 389) that-allows counties to opt out of Measure 18, and to allow bear baiting and hound hunting county by county.-S.B. 389-essentially allows for a return to the practice of using hounds for hunting of cougars.
