COUNTY COURT OF THE STATE OF OREGON

IN AND FOR THE COUNTY OF GRANT

APRIL 18, 2006

Pursuant to notice made to the newspaper and radio station of general circulation throughout Grant County, a Special Meeting of the County Court was held at the County Courthouse in Canyon City OR.

10:03 am -- Called to Order. -Present were County Judge Dennis Reynolds, Commissioners Scott W. Myers and Boyd Britton, Court Secretary Mary Ferrioli and Roadmaster Mark Hensley. The Pledge of Allegiance was given to the United States flag.

The purpose of the meeting was to review for signature a Contract with Tidewater Contractors Inc. for Paving Parking Lot, Connector Road and Approaches of the Road Department facility located at 27941 Lower Yard Road in John Day.- Work was proposed to begin before the court's regular session April 19.

It was explained, based on a public solicitation of interest to service provider, the Road Department received just one cost quote that was from Tidewater Contractors, Inc in the amount of $133,000.00.-Blue Mountain Asphalt's responded that they could not meet the need because of a scheduling conflict and Harney Rock & Paving did not respond to the solicitation.

Roadmaster Hensley indicated that hot mix asphalt would be used for paving the lower yard area parking lot including a 2 inch overlay on seven (7) approaches off of Lower Yard Road.- Information was shared about Tidewater's paving plan that would next address paving on Humbolt Street in Canyon City. Discussion followed about estimated tonnage to be used and the actual location of paving within the lower yard complex area i.e. gravel will be in the back and paving will be in the front.

Hensley believed the quote fairly and equitably reflected far market value. He recommended the court's signature on the Contract with Tidewater as presented in the total amount of $133,000.00.- The contract was signed by all court members.
