Pursuant to notice made to the newspaper of general circulation throughout Grant County, the radio station in Grant County, and to interested persons on the Grant County e-mail list, a regular meeting of the County Court was held at the County Courthouse in Canyon City OR.

9:05 am -- Called to Order. Present were Judge Mark R. Webb and Commissioners Scott W. Myers and Boyd Britton, Secretary Mary Ferrioli, and Pastor Sharon Miller. The Pledge of Allegiance was given to the United States flag. An opening prayer was given by Pastor Sharon Miller.

9:10 am - Judge Webb was excused from the meeting to travel to The White House Conference on North American Wildlife Policy being held in Reno NV October 1 - 3.

9:10 am - Kathy Smith and Bob Phillips entered.

PROGRAM. MSP: Myers/Britton -- to accept the program with the addition of a request from Bob Phillips and a formal motion authorizing county signatures for financial transactions at US Bank.

TITLE III. Local contractor Bob Phillips asked for guidance regarding his problem with providing certified payroll for subcontractors required for the Lake Creek Camp Title III project for which he was under public contract. Phillips explained the specific circumstances associated with the work hours and charges by himself and his subcontractors. Britton told Phillips, according to Title III Project Coordinator Sue Newstetter, the Bureau of Labor and Industries Compliance Section is in the process of reviewing the certified payroll issue. He said, when the BOLI issues are satisfied the Title III Coordinator would be in a position to issue payment. Myers, who is also a private contractor, informed Phillips about how he normally completes certified payroll forms that are necessary whenever he performs work under public contract.

SIGNATURE CARDS. Treasurer Kathy Smith informed the court that US Bank requires a court motion regarding authorized signatures for county transactions. MSP: Britton/Myers -- to authorize the signatures of Mark Webb, Scott W. Myers, Boyd Britton, Kathy Smith and Chandra Holliday for county transactions at US Bank.

BID OPENING. At 10:03 am the court conducted a bid opening for professional heating & cooling system services for the Criminal Justice Facility. Bid Forms were received from Quality Heating (Redmond) in the amount of A. $283.75 B. $649.75 plus $6,913.50 for monthly filter changes and C. $283.75 and $233.75. Total for all service items $8,364.50. Cook & Emele Heating Service (Baker City) also submitted a bid in the amount of A. $467 B. $8,876. C. $467 and $190. Total for all service items $10,000. MSP: Britton/Myers - that both bids be reviewed by Judge Webb and the Jail Manager before a decision is made next week. This professional service wasn"t budgeted for this year. Therefore, the expense would come from Contingency.


"Candidates Night" would be held at the Mt. Vernon Grange tonight at 7 pm moderated by State Senator Ted Ferrioli.

Britton reported that the Lake Creek Camp fund raiser he attended on September 27 was very successful.

MINUTES. MSP: Britton/Myers-- to approve the September 24th Minutes as amended.

COMMUNITY CORRRECTIONS. The court reviewed and signed an Interagency Agreement with Oregon Department of Revenue to collect delinquent and liquidated debts for the Community Corrections program.
