Individually sealed bids will be received from qualified vendors by the Grant Soil and Water Conservation District (hereinafter called DISTRICT), at 721 South Canyon Boulevard, John Day, Oregon 97845 until 3 p.m. May 26, 2006 for construction of 3.3 miles of barbed wire fence along Gilmore, Straight, and Camp Creek in Grant County, Oregon. Project location is south of Monument, Oregon. Immediately thereafter, bids received will be publicly opened.

Bid packages may be obtained at the above address or by calling Kenneth Delano, ext. 105 or Pat Holliday, ext. 101 at (541) 5750135 (FAX 575-0646). A pre-bid conference and tour of the

work area will be conducted May 16, 2006. Tour participants are to meet at 9 a.m. at the parking lot of Boyer's Store. Bidders must provide their own transportation and should bring a four-wheeler if they have one available. Bids submitted by vendors who are not in attendance at the pre-bid conference and tour of the work site may not be considered.

Individually sealed envelopes or packages containing bids and supporting data as stipulated in the instructions to bidders shall be clearly marked GILMORE/STRAIGHT/CAMP CREEK-HABBERSTAD PHASE II FENCE PROJECT. Bids sent by mail should be forwarded by certified mail, return receipt requested, addressed to the DISTRICT as shown above, in care of Kenneth Delano, and likewise shall be clearly marked or endorsed as stated herein.

Bids received after the time established for receipt of bids will not be considered. Bids may be withdrawn or modified in writing at any time prior to bid opening, following the guidelines established in the Instructions to Bidders.

The District may reject any bid not in compliance with all prescribed public bidding procedures and requirements and reserves the right to reject for good cause any or all bids in whole or in part upon the finding of the District that it is in the public interest to do so, to waive irregularities not affecting substantial rights, and to postpone the award of the work as necessary for a period of time not to extend beyond thirty (30) days from thev bid opening date. Bid prices quoted shall remain firm for a period of ninety (90) days from the date of bid opening.

Each bid must contain a statement whether the bidder is a resident bidder. A resident bidder is one who has a business address in Oregon and paid income and unemployment taxes in Oregon during the twelve (12) calendar months immediately preceding the bid.

Each bid must contain the bidders Construction Contractors Board Registration Number

It is anticipated that work will commence on or before June 1, 2006 with written notice to proceed from DISTRICT. Each bid shall be accompanied by a signed statement that the bidder is prepared to fully execute the work as stipulated in the specifications, drawings and other bid documents. Successful bidder must furnish certificates of insurance as required by the Contract.
