Notice is given that on August 26, 2004; The City of Seneca filed the following ballot title with the Grant County Clerk to be placed on the General Election Ballot:
CAPTION: An Act Amending Seneca's City Charter.
QUESTION: Should the City of Seneca Amend its City Charter?
SUMMARY: The City of Seneca has a charter that is outdated. The City Council wishes to amend the City Charter to reflect changes in the law and to improve the Charter's operation. The new Charter is needed to change the obsolete bid section to follow the State Attorney Generals Model Public Contract Rules and will change the job title of the City Recorder as well as define the current duties of the City Manager. The proposed City Charter will guide the current Council and future Councils.
The old Charter as well as the new proposed Charter will be available for public viewing during office hours at the City of Seneca city office at 106 A Avenue, Seneca, Oregon.
This prospective ballot title will be presented to the voters of the City of Seneca in the November General Election. The City Attorney has determined that it meets all procedural and constitutional requirements. Pursuant to ORS 250.296, any elector dissatisfied with the ballot title may petition the circuit court seeking a different title and stating the reasons the title filed is insufficient, not concise or unfair. Petitions must be filed no later September 2, 2004.
