NOTICE OF RECEIPT OF BALLOT TITLE
COUNTY OF GRANT
Notice is hereby given that on July 20, 2004 the County Elections Officer received a ballot title for a prospective County Measure. The ballot title meets the single subject requirement. The following ballot title shall be submitted to the chief petitioner for the cover and signature sheet approved process. The ballot title as submitted is as follows:
CAPTION: Modifies Grant County ordinance establishing transient room tax.
QUESTION: Shall Grant County change its transient room tax from a fixed rate to eight percent of the room rate charged?
SUMMARY: AMENDS GRANT COUNTY TRANSIENT ROOM TAX ORDINANCE.
Changes the tax amount from present fixed rate, currently two dollars per room per day, or one dollar per recreational vehicle space per day. Amends rate to eight percent of rent charged per occupancy in any hotel. Eliminates tax from recreational vehicle space.
CHANGES THE ALLOWED USES OF ROOM TAX REVENUES.
Presently, fifteen thousand dollars of room tax revenue annually must be maintained by the Grant County Chamber of Commerce, and may be awarded to applicants to promote economic development and tourism in Grant County. After administrative and other deductions, amounts presently in excess of the fifteen thousand dollar fund are available to the Chamber for various purposes to promote economic development and tourism.
Amendment designates at least twenty-five percent of room tax revenues, after administrative and other deductions, to be available or applicants other than the Chamber. Balance of room tax revenues to be utilized by the Chamber to promote economic development and tourism.
REQUIRES ANNUAL REVIEW OF ORDINANCE. By committee appointed by County Court.
This prospective County Measure has been found to meet the requirement found in Section 1, (2), (d) Article IV of the Oregon Constitution, the single subject requirement.
Pursuant to ORS 250.195, an elector may file a petition for review of the ballot title with the Circuit Court of Grant County. Further pursuant to ORS 250.168 an elector may petition the Circuit Court of Grant County to review the determination that the initiative measure meets the single subject requirement of Section 1 (2) (d), Article IV of the Oregon Constitution. The petition for review must be filed no later than the seventh business day (July 28) after the ballot title is filed with the clerk.
